 内容简介:
随着中国经济的快速发展,中国新兴领域的科研水平在以政府为主导的科研模式下也在飞速进步,那么这样一种政府主导的科技发展模式到底对科技发展的贡献有多大,又对企业和产业发展产生多大影响?通过对中国从1998年—2008年纳米领域的发展进行追踪研究,发现中国纳米领域的大幅专利增长主要是由政府而非市场驱动。在此基础上通过定量研究表明,类似中国这样对科技有强大的公共研究能力和研究意愿的国家,能够在新兴学科的基础研究方面有快速发展,但是本地的工业企业能否从政府主导的R&D投资中受益和增强竞争力是不确定的。
 
 Under the mode of State-led technological development, China’s scientific research in the emerging field has gained progress rapidly. But to what extent this mode contributes to the development of science and technology and benefits local industry?Dr. Can Huang analyzes the nanotechnology patent applications filed in China from 1998 to 2008 and find that the extraordinary nanotechnology development in China has been primarily promoted by the public sector but not driven by industry and market force. This finding implies that developing countries such as China with public research capacity and commitment to technological development can make rapid progress in basic research of emerging technologies, but it remains uncertain whether and when local industry can benefit from public R&D investment to actively develop indigenous innovation.

 主讲人简介:
 Can Huang is a Research Fellow at United Nations University-MERIT and Maastricht University, The Netherlands. His research interests include economics of innovation and intellectual property rights and science and technology policy analysis, with a focus on China's innovation system and industrial dynamics. He published in Journal of Technology Transfer, Research Policy, Science and Public Policy, R&D Management, Scientometrics, and European Journal of Development Research. He is the author of China: Building an Innovative Economy, Chandos Publishing, the UK, and a contributor of the recently published OECD Review of Innovation Policy China. He has served as a consultant to the European Commission, the OECD and the UK Intellectual Property Office.
