 内容简介:China is now well poised to lead international engagement in science. Because developed countries wish to keep technology to themselves, there has been a conspiracy to shun science and technology from the international agenda. It will be for China to redress the situation. The diplomacy will build on the track record of successful implementation of infrastructure development assistance projects in developing countries. There has been an imbalance against basic research for twenty five years. Is it possible to get out of the rut through Delphi priority determination exercises? Is it a viable modality for enterprises to spearhead basic research? Hong Kong may be able to contribute in some small way in respect of human resources development.  Some institutional experiences in Hong Kong can also be useful. A raison d'etre for the principle of one country two systems is so that the country can benefit from the good aspects in the different systems in the Special Administrative Region.
 主讲人简介:
 Dr Yu Wing-Yin is Professor of Science and Technology Policy at the Institute for Science and Technology Studies of the University of Bielefeld in Germany. He was previously Senior Advisor to the Rector of the University of Macau and served on the Board of Directors of the Institute of European Studies of Macau. He has worked at the Development Centre of OECD, Lingnan University, and the City University of Hong Kong where he was responsible for developing linkages between academia, industry and government. Dr Yu is former Vice-President of the Hong Kong Association for the Advancement of Science and Technology, Companion of the Hong Kong Institution of Engineers, and Founder Member of the Commonwealth Partnership for Technology Management.
